Tiffany Bell helps growing companies get their HR house in order, without killing the culture, slowing the momentum, or handing you a 97-page policy no one will read. With 20+ years in HR and a deep love for the MSP and tech space, she founded Empower People Ops to give startups, SaaS teams, nonprofits, and MSPs the kind of people support that’s strategic, compliant, and actually human.

A SHRM Certified Professional and chaos-translator, Tiffany specializes in turning “we’ll figure it out later” HR into clear systems that scale. She’s built HR functions from scratch, coached leaders through tough moments, and helped fast-moving teams shift from reactive firefighting to intentional people operations, all while keeping empathy at the center.

Clients know her for straight talk, zero judgment, and solutions that work in the real world, not just in HR textbooks. Active in the MSP community and serving on the GTIA Workforce Council Advisory Council, Tiffany is on a mission to make HR smarter, more approachable, and a lot less WTF.

Yep. We support multi-state U.S. employers and Canadian employers, helping clients navigate location-specific employment laws.

Is Empower People Ops more affordable than hiring an internal HR person?

For most small and mid-sized businesses, yes. Fractional and hourly HR provides senior-level expertise at a fraction of the cost of a full-time hire. But if we aren’t the more affordable option, we will be completely honest and upfront with you.

What does onboarding look like for new clients?

We start with a complimentary Discovery Call, followed by a quick HR assessment. From there, we create a prioritized plan tailored to your business.

Will you work directly with employees or just leadership?

Both. Depending on your engagement, we can support leadership, managers, and employees directly, and always aligned with your culture and goals.

Do you act as our HR department?

We can function as your HR department, completely embedded within your organization down to a company email and Slack/Teams account. We can also just provide strategic support alongside existing HR or operations teams - the beauty of fractional HR is it is completely customizable to fit your unique team.
